Buddy has been a member of the Illinois State Police since February of 1985. Buddy was assigned to District 12, Effingham, until 1989 at which time he transferred to District 11 in Collinsville. Buddy spent the majority of his time in patrol on the midnight shift in the Metro-East. Buddy has worked as a canine handler and a member of the District/Region TRT Team. Buddy has also served as a Field Training Officer, Field Training Agent, and Cadet Class Supervisor. In September of 1998, Buddy was promoted to Sergeant and in January 1999, he accepted a transfer to what is now known as Zone 6 Investigations. Buddy is currently assigned full time to the Trooper's Lodge Office.
Buddy has been a career long member of Trooper's Lodge #41. Additionally, Buddy was a member of the Arizona State FOP Lodge prior to relocating to Illinois. Buddy has served as a District 11 Trustee for 10 years. During that time, Buddy has been a member of the Ways and Means Committee, the Lake Lodge Committee, and has chaired the Safety Committee. Buddy was a member of the 1994 contract negotiating team, and chaired the 2004 contract negotiating team. Buddy was appointed as the 2nd Vice President of the Lodge in February 2003. Buddy was elected to the position of President and installed in October 2003. Buddy is the Chairman of the Legislative Committee where he is responsible for administering the Lodge's Legislative Agenda. He is also Chairman of the TROOPAC Political Action Committee. Buddy recently served as the State FOP Lodge, District 2 (Trooper's Lodge) Trustee, and is currently a member of the State FOP Lodge Legislative Committee and the State FOP Lodge Conference Committee. President Parker also serves as the National Troopers Coalition (NTC) Treasurer. Buddy graduated with honors from Lewis and Clark College with an Associates Degree in Criminal Justice. Buddy is committed to the continued professional development of the Legal, Legislative, and Labor programs of the Lodge, as well as maintaining the fraternal presence that has established Trooper's Lodge #41 as a leader amongst it's peers. Lyle is a 19 year veteran of the Illinois State Police and now works full time at the Lodge Office. He started his career in District 3 and transferred to District 13 in 1996 where he now lives. He has had a number of assignments in patrol during his career including Field Training Officer, TRT member, Motorcycle Officer, and is a certified Crash Reconstruction Officer. He served as a District 13 Trustee prior to mounting a successful bid for 2nd Vice President of Trooper's Lodge 41.
Lyle has been on the Steering Committee for the past three years and has attended both State and National conventions as well as attending seminars in communication and leadership. He currently is the Chairman of the Ways and Means and Steering Committees. Lyle attended Western Illinois University where he graduated with a Bachelor's Degree in Law Enforcement Administration and an Associate's Degree in Psychology. Ron started his career on December 5, 1977 when he was appointed to the Tazewell County Sheriff's Department. He was assigned to the Multi-County Narcotics Enforcement Group where he served as an agent. While a deputy, Ron served as President of their AFSCME Local and an active member in the Sheriff's Benevolent. Ron started with the Illinois Department of Law Enforcement on November 5, 1984. He was assigned to District 8 in Peoria and was temporarily assigned to District 3 in Chicago. He has dedicated his career to serve his fellow troopers. Being a Lodge member from the start, Ron has been involved with numerous activities throughout his career. In District 8, he served as the Benevolent Director, Trooper Council Representative, District Tactical Response Team member, Physical Fitness Monitor, Motor Carrier Safety Officer, and District Trustee. Ron is currently a District 8 Commercial Vehicle Enforcement Officer and the 2nd Vice President for the Troopers Lodge. Ron has been a career long member of Trooper's Lodge 41 and has served as a District 8 Trustee for over 10 years. During that time, he has had the distinct pleasure in serving on important committees including Negotiating, Legislative, and Ways & Means and Associates where he served as Chairman.  Fred graduated from the Illinois State Police Academy in 1988 and began working patrol in District 15 on the Chicago area toll roads. In 1995 he transferred to District 11 in the metro St. Louis area. After being promoted to Sergeant in 1998, Fred currently works on the midnight patrol shift in District 11. Fred has worked on the Fugitive Apprehension Team, and was a canine handler for 7 years. He is a Field Training Officer and has been an instructor at the State Police Academy where he instructed crowd control, traffic stops and officer survival to both ISP cadets and local police recruits. Fred holds a Bachelors Degree in Criminal Justice from McKendree College. Fred is the chairman of the Legal Committee for Troopers Lodge 41. He is currently the Lodge representative to the Department’s Disciplinary Review Board. He is a member on Constitution and Legislative Committees and also the Lodge representative for the Department’s Pursuit Review Board in Region 5. Fred was a District Trustee before being elected as Lodge Secretary. Fred serves on the Chairman of Illinois State FOP Critical Incident Support Team Committee and the National FOP Critical Incident Committee. Fred was first elected to the position of Secretary of Lodge 41 in September 2003 and was reelected for a second term in September 2006. Senior Master Trooper Carl "Moon" Mullen, a 34 year veteran, was appointed to the Illinois State Police in October, 1967 having graduated from the ISP Academy Class 38, February 15, 1968. Moon retired from active duty with the Illinois State Police on August 31, 2002. Moon was assigned to District 15, Illinois Toll way where he spent 1 year and transferred to District 7, Rock Island. After several years he transferred to District 9, Springfield. When Moon was in District 9, he was temporarily assigned to Illinois State Police Academy as an Instructor of firearms, first-aid, CPR, confiscated and concealed weapons, and moving radar. Moon has been a member of Troopers Lodge #41 for 32 years. He was an FOP. Trustee for 8 years, Second Vice President for 4 years and Secretary for 10 years. He assumed the duties of Treasurer in December 2001, and was appointed to that position in January 2002. Moon has been Past Chairman of the Election Committee, Safety Committee and Lake Lodge Committee. Moon also served on the Finance Committee and Ways & Means Committee. He has been a Contract Negotiator for 4 contracts. Moon served on the Troopers Council for 6 years, Illinois State Police Benevolent Board for 4 years, Peer Support and Chaplains Program since its inception. He served on the State Lodge for 2 terms as Trustee, where he served on the Conference Committee. Chris graduated from the State Police Academy in 1988. He spent his first two years in Dist 15 before transferring to Dist 14. Chris, a huge fitness fanatic, can often be found working out in the local gym. Chris has been a K-9 handler and a range officer. Chris currently patrols on the day shift in Dist 14. Chris grew up in a Union family and is an ardent supporter of Union members rights. Chris attends many statewide FOP meetings and is renowned for his debonair purple attire. Chris believes that his charming smile and award winning looks are a key factor when dealing with Lodge issues.
